approve_reject_icon_submit_t attribute editable with read only setting

Summary:

ApproveReject_reason Submit attribute (approve_reject_icon_submit_t) is editable even with read only setting for the approver profile in a particular step. Ideally, the attribute with R/W access for the profile in that step should be available for editing.

However when the same attribute is hidden, it doesn't show up on the screen - works as expected.
