Configure data roles for learning specialist to be able to see and offer courses by location

Hello. We are currently trying to set up a limited role of Learning Specialist based on the location. Basically, we would like the learning specialist to have a data role that would limit the visibility of the learnin specialist by location. The learning specialist should only be able to see courses offer in his location and only be able to offer it to learners in his location

I have tried to follow the instructions and adapt the steps to be able to restrict the data roles . The following link restrict the data role by business unit but I have follow and adapt the steps to restrict it by location instead of business unit, but with no sucess. Did someone ever encounter this type of request?
