document type drop is not showing any value when logged in through Servprov user?

Summary:


We have requirement to add document by carrier user on Shipment, but when clicked on "Add document", we are not getting document type drop down.

Documents related ACL has been assigned, still facing the same issue. Any suggestion on this?
