How can we change the legislative data group position in submit a flow redwood page

Summary:

In redwood submit a flow page, the Legislative Group dropdown at the top of the page is not obvious that you need to make a choice here.  Is there a way to change the position of this dropdown? or make it different color so it easily identifiable?
