Unexpected behaviour of page personalization in performance document

Summary:

We have done page personalization in the performance document. We have a section for goals inside a performance document. We have made few flexfields -Q1 YTD Actuals as Read only = False (in the sandbox- page personalizations). But the field has become read only. Can you please suggest on how to make it editable field.

No changes are done in the descriptive flex field HRG_GOALS .
