Charge Account Segment based on Rule

Hi, I am trying to default charge segment based on Accounting Rules. My condition is if Project number is entered by user than Seg 6 = "Y" else Seg 6 = "0".

We are implementing PDSC for a customer, where customer can raise project specific or Common inventory requestions.

I have created accounting rules as per below.

I have updated Rules for condition as :

"Project Number"(PJC,S,S) Is not null

But this is not working, is there any way to achieve this requirement?
