User not receiving notification for approving journal

Summary:

We have a user who is assigned a role of journal approver, in the user preferences we have enabled notifications for Task Lists and in the Administrator settings we have enabled notifications for journal approver , however only the service admins are receiving email notifications and the user only role is not receiving any notifications.
