Automatic Work order creation from a Transfer Order

Hello Experts,

Greetings. I would appreciate if someone can shed some light on the following process.

Use Case: We have two inventory organizations and one item that is set as a Back To Back Ordered Item.
In Inventory organization1, the sourcing for the item is Transfer from Inventory organization #2. And in Inventory organization#2, the sourcing rule is Make (Work order). All the item related setups and sourcing rule setup including collections and GOP restart has been done.

Now we have a customer order out of Inv Org#1, this created a TO to Inv Org#2. No issues. But the TO in Inv Org hasn't created a Work Order Automatically. What are we missing?
