How to restrict an admin from viewing data?

Hello,

I have a requirement where the application admin should not be able to view the data. How can I enforce this restriction? Is it possible to implement data masking specifically for the admin, while allowing a power user to view the data without any masking? Or is there another method to achieve this requirement?
