Unable to release planned Order in child Orgs

We are using the feature of Netting of supplies and demand at Parent Org. Here we have the WD defined in the child Org for the Item but we do not have the WD in the parent Org .

But the planned Order raised in the parent Org shows ineligible. How can we release the planned Order in the child Org without creating the WD in the parent Org
