how to update the huge volume of items other than FBDI option in oracle fusion?

Summary:

we have a requirement to update the preprocessing value 7 for all the items in the instance.
we have to update around 700000 items to keep the preprocessing field value to 7. please suggest how to do this update other than FBDI.
what is the max number of records that Item FBDI accepts.
is there any other option to maintain the preprocessing value 7. its common setup for all the items in our system.
