Forecast Explosion not happening for the components and planned orders not created

Summary:

Hi,

We have loaded the forecast and the expectation is planned order generated for the FG item and its components. This is Process MFG. However, the explosion is not happening and even when we drill down, the components / components supplies are not collected. We ran collections and re-run the plan multiple times. There is WD for the item, create supply flag is set to yes. Yet, the Planned orders are not created for both FG and Components. When we checked the Build Plan table- the projected avaialble balance is in Negative. What could be the issue?

Addtionally there are work orders for those said FG item and the recommendation is to cancel. We also checked Review plan messages- there is warning that the resource units are 0 but when we checked WD and the resource units there is no units that has Zero in them
