Soft bounce rule setup Eloqua

Hi Team,

Eloqua comes in with default Soft Boucnce rule set up while onboarding to customers. Or it should be set up by the customers who purchase the license. From internet I saw it never comes by default.

Also can we implement this from our end. If that is possible or anyone have done this implementation, please throw some light to help find this. Or if anyone done with help of documentation, please share the link or guide. I would be a great help.
