How does the phone field on user information section in security console get populated?

When 24C was applied there appears to be a new field for Phone in the User Information section when viewing User Account Details from the Security Console (Tools > Security Console > Users > Select User). When we update Contact Info on the worker record to add Work or Home phone it does not pull into that field. If we directly populate the field with a phone number, it also does not display in the worker contact info. Trying to understand the use of this field. Thank you.
