No bell notification when assigned a new learning assignment

Summary:

Hello,

We have set up the Alert for "New Learning Assignment" using below recipient:

Mail: ${AlertUtils.person(learnerLearningRecords.assignedToId).UserName}
Worklist: ${AlertUtils.person(learnerLearningRecords.assignedToId).UserName}

The alert run successfully and the employee received 1 email notification but no Bell notification.

BPM Worklist is set to "ALL" so we are expecting that Employee should be receiving both email and Bell notification.

Would you know what is missing here?
