Requisition below was returned to the requestor and somehow was “cancelled.”

Hi,

Buyer sent requisition back to requestor but it got cancelled by the application with additional information as "The math was not correct and over the threshold". Wanted to know why? Can anyone help me with this. Please find the attached screenshot document.
