Skill advisor to set the skills as learning outcome or to suggest learning for courses

Summary:

I want to use Skill advisor to set the skills as learning outcome or to suggest learning for courses.
I referred below article:

But, in My Client Groups>Learning>Advisor processes>Add>Skills Advisor for Learning, I do not see any processes listed.
Also documentation it is mentioned: The workbook is available on the Advisor Processes page opened using the Advisor Processes task on the My Client Groups > Learning page. Open the workbook by clicking Update Skills in the appropriate process row.
But I do not see Update Skills option.
