Talent Profile - update "Issued By" using HDL EnhancedTalentProfile.dat

Summary:

I need to update the "Issued By" field for existing licenses/certifications in content section "Licenses and Certifications" in the Talent Profile for 414 employees. I thought I had all required information in my file, but I am getting the following error(s) when I import and load data:
