Cannot re-create an Absence Fast Formula with same name after 'X' deletion

Summary:

Our customer is forcing us to use 1/1/1943 as the effective date in 24C and after deleting the FF, i get this message.

A base formula with this name already exists. Enter a unique name. (FF-1605160)

The FF is not attached to any Abs Mgmt UI yet. How can i re-create this FF with original name and 1/1/1943 date in DEV pod?
