Restricting Termination for Manager issue

I want to restrict all terminations for line managers but one action keeps appearing allowing the managers to submit the termination

I set up and restricted all the actions that are under termination to a specific role in HR, but when I logged in the manager account, the action reason "Retirement" is still there even though is restricted to HR:
Or is there a way to hide the "Termination" option as a whole?
