How to update the milestone status to Completed using FBDI?

Summary:

We are planning to use the new milestone feature for automatic billing purposes (the one released in 24B and updated in 24C). As part of this, we wanted to upload milestones onto the project and mark them as completed using the FBDI. The 24C release notes says that Import Project Progress FBDI can be used to update the milestone status. But, we are not able to do it.
Please note that we are not using the Project Execution Management features as well as the project progress feature.
How should we update the milestone status to Completed through FBDI?
