DFF with Timestamp date type in HSDL is not working

Summary:

Timestamp date type in HSDL is not working. It is giving error - "you must supply a value for the national board first renewal issue date time stamp attribute in yyyy/mm/dd hh24:mi:ss format."

DFF is in date format (we are using value set for DFF "HRC_STANDARD_DATE")
