Autoprovisioning roles not working for employees hired in Paychex and transferred to Oracle HCM

We have four roles which should be assigned to the newly hired employee which works through the Autoprovisioning rule. Currently, the employees are employed in third-party app and transferred to Oracle, for the transferred employees - the Autoprovisioning roles are not working and the client has to manually add the roles. We have the Auto provisioning process scheduled daily as well.
