We have all departments (also classified as Project expenditure org) as Global departments i.e. It doesn't fall under any hierarchy of Legal Entity or BU. For burdening the requirement is that each LE would have different burdening multiplier specified which can be overridden by department. For example, if there is an employee from LE LE1 and associated with Department DEP1, if the multiplier exist for DEP1, that should be taken for burdening calculation. If there is no multiplier defined for DEP1, then burden multiplier of LE1 should be taken for burdening calculation. The issue is LE1 is not parent of
