Changes only HCM extract parameter to be available in XML even when there is no data change

Summary:

We have a requirement where extract takes an input parameter - Email ID. When the extract completes running the file has to emailed to the email ID in parameter

We have a Changes Only Extract with Input parameter Email ID. We have included this parameter as an attribute in the Root Data Group and passing it to the Email Address in Delivery Option Screen. Now when there is a data change XML has the parameter value and the email is also getting delivered. But in the case where there is no change in data, XML does not have any attributes because of which the email part is failing. Is there any way we can have the mail delivery happen even when there is no data change
