How to restrict Secondary Charge Shipment creation when Transport Shipment is created?

Summary:


We have a requirement to create secondary charge shipment when related transport shipment is enroute started. We are able to achieve this requirement.

The point is that when we initial build transport shipment, that time also, secondary charge shipment is being created because SC rule is getting qualified.

How can we stop creating SC shipment when transport shipment is planned.
