Different behaviors noticed in Oracle IDCS when assigning users from Users vs from Groups

In the integration between Oracle CX Sales Cloud and CPQ, managed through Oracle IDCS, we’ve encountered two distinct/different behaviors when assigning users. In IDCS, assigning users via the Users tab (from the Integrated Application) shows specific errors, such as "Account Creation Failed" due to duplicate email, allowing immediate visibility into any issues.

However, when assigning users through the Groups tab, no errors appear, and users are added to the group, even though they are not reflected in CPQ (User Management Delegation to IDP is enabled).
Why are there different behaviors (assigning users from Users vs assigning users from Groups) and is this expected or not? What is the best practice in this scenario - assigning users in Oracle IDCS— whether through the Users tab or the Groups tab?
