Upload project budget problem

Hi,

We use the FBDI method to upload project budget, but the cost budget of the project is 0 after we upload the baseline version of the project budget, and the budget also can't perform in project transactions. Why the project cost budget is 0 and how to upload an effective project baseline budget?
