Dynamic skills library

We are implementing Dynamic skill . The client wants to upload the skills in the application so that employee and line manager should be able to search those skills. Is there a way to maintain the custom library for skills.

Furthermore, i also need some clarification on following points

Is it mandatory to maintain the job / person profiles in the application to use dynamic skills

Is there a way to extract the oracle delivered skills from the application
