Unable to download ADF personalization list from Migration for Redwood Helper tool

Issue in Installing redwood Helper tool

we have referred to the document - 2999756.1

downloaded the EXE file, when we start the Installing facing an issue to upload the ADF personalization file.

we were not able to download the Outgoing migration set file from Configuration > Migration for Move all changes as per the steps mentioned in the Helper document. The process is failing. Not able to see 'Delete' option also.
