Bulk update action and action reasons with countries

We are globally rolling out to multiple countries and would like to update our action and action reasons with legislation specific restrictions.

We want to update 'Country' tag on Action reasons section under Actions with different countries -

This needs to be done in bulk as we have about 100s of action and action reasons like this. Is there a way we are able to update existing action and action reason mapping to include country?

I tried using FSM loader for 'Actions' task but it is not reflecting on the system. These are the values I pass in the file -
