Is there a way to prevent entry into inventory for an item that has no cost?

Summary:

we use actual cost for all items in our system.

there are a lot of cases in which item enters the inventory with no STC cost, and then being transacted.

when we validate costing month end we sometimes receive an error related to WO in which we issued items with no STC.

i am looking for a way to prevent theses cases from happening.

Is there a way to prevent entry into inventory for an item that has no cost?
