Synchronization of Users from Fusion to OCI Domain Users

Summary:

I have set up our Service Account Users as Non Federated in OCI domains for us to be able to use it in Oauth authentication to access fusion REST APIs. I have created an integrated Confidential applications in the domain and setup Oauth Configuration for the Service Account users to access. I was able to successfully make this work but at some point, the users are changed back from Non-Federated to Federated so the Oauth authentication failed for those users.

What are the processes that might trigger this synchronization?
