Delegate not receiving approval email, only original approver receiving FYI email.

Summary:

We enabled HCM_APPROVAL_DELEGATION_SEND_NOTIFICATION profile option, and we see conflicting behavior in bell notifications vs. email. When approvals are delegated, the delegatee receives bell notifications but no emails; on the other hand, the delegator(original approver) does not receive any bell notification but receives an FYI email related to the delegated approval and still can approve through the links in the email. Is this expected behavior? We were expecting an email to the delegatee, too.

Both can see the approval task when navigating to the BPM Worklist area.
