error in learning tab in person spotlight

when I try to access the learning tab in person spotlight page I get the following error: you don't have access to this learning item.

Hi all,
we provided the following role to our HR: ORA_WLF_VIEW_LEARNING_ASSIGNMENT. Now they can view the learning tab in person spotlight but can't access due to the below Error.
What could be the problem?
