Does MS Licence impact access to Learning

Several members of staff are unable to access Learning.

They can login to Oracle however upon clicking on "Learning " the Page goes blank.

However the same staff can access the same learning on a mobile device (but not all learning is mobile compatible)

Having checked the roles and provileges everything appear to be correct.

The only other difference I can identified is the O365 Licence allocated to the staff is a F3.
Does MS Licence impact accessibility ?
