Are all Redwood pages requiring new Security Privileges to view the pages added to the 23B-24C Release Notes in the Access Required section?

"HCM Redwood Pages with Profile Options (Doc ID 2922407.1)" links to Release Notes against each of the Redwood pages, and those Release Notes now contain a new section titled "Access Required" with required security privileges.

Does this mean that Release Notes now reflect security privileges required for all applicable Redwood pages? And if there is no Access Required section that no additional privileges are required? Thank you!
