How to create Withholding Tax Group?

Hi. May I ask how to create withholding tax group in fusion?

My Regime Determination Set = Determine applicable Withholding regimes

Tax Rules have been created.

I can also see the tax rates in Supplier LOV, but how can I group multiple tax rates and assign to supplier?
