How to create SmartText in Next Gen HRHD (not Redwood)?

Summary:

We have been having a hard time implementing smart Text in our HRHD. After using the "Implementing Help Desk" as a guide to enabling SmartText, we are not sure what we are missing. It seems we need to possibly create templates but no directions on how to do it.

Following privileges were added to the Next Gen Human Resource Help Desk Agent Custom role:
Use SmartText, Manage SmartText, Publish SmartText, Administer SmartText

SmartText profile option enabled: SVC_ENABLE_STD_TEXT_IN_SR

If someone can guide us, I would greatly appreciate it!
