Is there any logic behind the sequence of time entries in OTL time calculation rule fast formula?

I'm trying to find out is there any logic behind the sequence of time entries that are coming inside Time Calculation Rule?

For example :

Regular1 - 8:00 AM TO 3:00 PM

Regular2 - 3:00 PM TO 6:00 PM

Inside the formula when I loop through the time entries , the Regular1 should come first as it has the time entered in the first half of the day, but Regular 2 time entry is coming first and then Regular2. So, I want to understand is there any logic behind the sequence of time entries or it just random?
