Skip job level approvers if the requestor has a greater job level

Hi, we have been requested to modify current approval setup in certain cases. I am explaining current configuration and then the need:

Current configuration:

Any transaction not submitted by HR, should be approved by following steps:

1.- First Manager which job level >= 10

2.- First Manager which job level >= 20

3.- HR

Note: Manager hierarchy of the target worker, not the requestor.

Need:

Sometimes user who submit the transaction (requestor) is a manager which job level >= 10 or job level >= 20, but the system still request the approval of both managers.
