Controlling the Doclets availability to the selective Users

Controlling the Doclets availability to the selective Users in the Report Package.

We are creating a report package with various sections that will be having assigned to specific set of user to author and take responsibility for completing it.

Both FinUser and AccUser are With Power User role, and have been provided Administer access on the package to edit the doclets.

When I enable Author phase and assign FinUser responsibility for Finance Doclet1, he will get the access to check out and do the changes and checkin.

But I donot want the AccUser to get this access on Finance Doclet1.
