Most efficient way to assign a group of learners into an offering while maintaining renewal rules?

Summary:

Hi!

I have the following problem. We use a mix of self-paced, instructor led and blended courses. We also have to coordinate many compliance courses with renewal rules, across multiple sites.

Accordingly, we often need to manually assign learners to a specific offering so as to coordinate group training.

BUT because renewal and expiry rules are only applied at the course level, this means that we currently have to first assign learners to the course level, then create a duplicate assignment at the offering level.

Even using tricks like people number lists, this process is very inefficient. Is there a simpler way to assign learners to an offering while maintaining course-level renewal rules?
