Migrate VBS changes from Dev to TEST/PROD

Summary:

We are ready to rollout our phase1 VBS changes to PROD. As part of 24C we are moved to Multiple VB instances.

Enabled Redwood and made all the needed changes to the pages using VBS and tested in Dev environment. Before we migrate the changes to PROD, like to migrate to TEST to make sure the changes are migrated properly.

What are the steps to deploy the VBS changes to TEST/PROD. Do we create Test and PROD environments manually in VBS or as we already have multiple instances, the instance will get created automatically when we do edit page in VBS from Test POD.
