How to add public and private subnet to an instance

I created an instance on OCI. My Instance has two VNICs, One is to be for the public subnet and the other is for the private subnet. But i observed that the private subnet VNIC is not getting IP address. If i create an instance with just a vnic on the private subnet, ip address is assigned. How can i fix this.
