Can CCO be restricted only to few inventory Orgs

We have requirement to restrict CCO only for few Inventory org items , Client has many stores, of the many stores only few stores should be change controlled, .

Is it possible to configure CCO in such a way that during CO creation in Organization drop down only required Inventory org appears. Item classes are public in our scenario.
