How to Scale Percentages in Reports?

Hello,  

When I am creating the Combination Graph in a Report within FreeForm I am having issues with the Secondary Y Axis Scaling.

The data on the Secondary Y Axis is a percentage and it tagged as such in the database. However, when this gets shown on the graph all the data is shown to be above the 90% mark even when the some of the data is as small as 2%

Also, when I scale the Secondary Y Axis to be a percentage in the Chart Presentation section, the range on the graph changes from 0-100 to 0% - 10,000%. Even with the custom range to be fixed on Min 0 and Max 100.
