Rule set for withdrawals on learning depending on if the course is required or not

Summary:- An Admin assigns the required course, and the employee enrolls in the offering.

We want the workflow to send for an approval when the offering on a Required course is withdrawn by the employee. And if the course is not required, and withdrawn, we do not want it sent for approval.

Currently the workflow sends for approval for all the withdrawals, not just required ones.

Any options or is can this not be done?
