What to do when Enable Chooser Login Page = NO and SSO does not work

We would like to to set Enable Chooser Login Page = NO in order to force all users to use our Identity Provider.
We would like to know what to do if we have a problem with our IDP and therefore even the system admin cannot access Fusion to set Enable Chooser Login Page = YES.
What is the recovery procedure?
