How to enable drill through with parent member selected

I am trying to enable drill through on reports in FCCS. I have enabled Drill Region "On".

Drill through only works when I select the bottom level member, however it was previously done where we could select the top member (Image 2 - custom 1, custom 2, custom 3). Now when the report is generated (image 3), the drill through link on the report doesn't show up. Is there another setting I am supposed to enable to activate drill through with top parent member?
